The retail operating system

One engine for every retail decision.

Most retailers run four or five separate tools.

Search in one tool, pricing in another, ads bolted on top — nobody owns the order shoppers see, and margin leaks between them. The Unified Decision Engine governs relevance, inventory, margin and sponsored demand in one pass, on every surface, including the AI assistants now doing the shopping.

Start with one surface. Leave the rest of your stack untouched.

Retail Media Campaign Underdelivery: A Diagnostic Checklist

Find why retail media campaigns underspend. Check status, eligible products, budgets, bids, pacing and delivery before changing campaign settings.

Why retail media campaigns underspend: a diagnostic checklist

An underspending campaign is a symptom, not a diagnosis. It may lack relevant inventory, be blocked by configuration, or be correctly declining opportunities that cannot meet its objective. Trace the campaign from eligibility to delivery before increasing bids or weakening controls. Start by checking whether the spend report is complete.

Confirm the problem and the reporting window

Compare actual spend with the intended spend plan for the same elapsed period, timezone and currency. A campaign with a back-loaded schedule should not be assessed against a straight-line daily target. Check report freshness, late events, credits and the distinction between committed budget and billed spend.

Agree what success means. Fully spending a budget is not automatically a good result if the extra activity is irrelevant or uneconomic.

Follow the decision path

Begin with configuration. Confirm the campaign and ad set are active, the flight is open and the intended placement is enabled. Check supplier access, approved products, current stock and any required creative.

Then inspect candidate eligibility. Is there enough shopper traffic where those products are relevant? Are category, location, audience or negative-targeting rules deliberately narrowing reach? If no relevant candidates remain, a higher bid cannot create them.

Next inspect commercial constraints: remaining funds, total and daily limits, bids, floors, reservations and pacing. Budget hierarchy matters. For example, Criteo documents campaign-level caps that can limit line items. Verify the corresponding rules in your own platform rather than assuming all systems behave alike.

Finally, check delivery. A valid returned decision is not proof that an ad rendered, an impression was recorded or the agreed billable event occurred.

Separate the goal from the bidding control

Record both the business objective and the mechanism that sets bids. Tight efficiency goals can legitimately reduce spending opportunities. Different systems expose different controls; Criteo's Sponsored Products documentation explicitly distinguishes optimisation models from bid strategies.

PA documents campaign-budget controls and ad-set activation controls. The investigation should use the settings and semantics validated for the deployment.

A synthetic pacing investigation

Suppose an evenly paced ten-day campaign has a £1,200 cap. After five complete days, it has spent £240 against a £600 plan. It has £960 remaining and five days left, requiring an average £192 per day to exhaust the cap.

That calculation identifies the recovery requirement, not the remedy. Compare it with eligible opportunities and the economics of recent auctions. If the inventory cannot support that pace within the agreed constraints, discuss a longer flight, different eligible products or a revised commitment.

Change one cause and retain a record

Assign each intervention an owner, reason, approval and review time. Record the prior value and expected effect. Avoid changing bids, targeting, products and dates simultaneously unless the investigation explicitly needs a combined reset. Recheck spend together with relevance and outcome quality; an efficiently underspent campaign can be preferable to a fully spent bad one.

Illustrative example

SYNTHETIC: budget1200 GBP; ten equal delivery days; elapsed5; actual240; planned1200*5/10=600; remaining960; remaining_days5; required_remaining_daily_pace960/5=192 GBP. Historical pace240/5=48 GBP/day; required pace is4 times that historical rate.

Frequently asked questions

Should I raise bids when a campaign is not spending?

Only after confirming that eligible inventory exists and auction competitiveness is the constraint. Bids cannot repair paused campaigns, unavailable products, empty candidate sets or broken rendering. Establish the limiting stage first, then test an approved change against its expected commercial effect.

Does underspend mean the optimisation is failing?

Not necessarily. A campaign may correctly reject opportunities that cannot satisfy its objective or retailer policy. It may also have a configuration or delivery fault. Distinguish those causes before judging performance, and assess business outcomes alongside budget utilisation.

How do I calculate the required remaining pace?

Subtract recognised spend from the available campaign budget, then divide by the remaining eligible delivery time. Use the actual schedule rather than calendar days if the campaign is restricted. This gives a planning rate, not a guarantee that suitable inventory exists.
